Deva is from Div (to shine) the one which shines with knowledge for it activity.

An eye is Devatha (Deva as it works for the highest Eminency of the human body).

“Sarvendriyanaam, Nayanam Pradhanam”

Sun and moon are devatas as they work for the highest eminency of life on the planet earth and Gaumata which is benevolent to all is devatha and connected with all three regions "celestial, interspatial and terrestrial"

Veda indicates one above yogis is deva. God arranged the creation in due order, yogis preserve the laws and never disturb nature, but cannot arrange the creation like almighty.
